{"id":72,"date":"2013-10-02T00:44:48","date_gmt":"2013-10-02T00:44:48","guid":{"rendered":"http:\/\/wilmingtonea.ohea.us\/?page_id=72"},"modified":"2014-02-18T13:47:22","modified_gmt":"2014-02-18T13:47:22","slug":"strs-updates","status":"publish","type":"page","link":"https:\/\/wilmingtonea.ohea.us\/?page_id=72","title":{"rendered":"STRS Updates"},"content":{"rendered":"<p>This page will provide members with STRS Updates.<\/p>\n<div align=\"center\">\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7715\" align=\"center\"><b id=\"yui_3_13_0_ym1_1_1392730546217_7714\">OEA Retirement Systems Update<\/b><\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7712\" align=\"center\"><b id=\"yui_3_13_0_ym1_1_1392730546217_7711\">Report to the OEA Board of Directors: February 2014<\/b><\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7719\"><b><span style=\"text-decoration: underline\">STRS Board Examines Pension Funding<\/span><\/b><\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7721\">On Friday, January 31, 2014, during the STRS Board\u2019s annual retreat, board members reviewed several options to reduce the retirement system\u2019s funding period. Ohio law requires the statewide retirement systems to amortize unfunded liabilities over a period of not more than 30 years.\u00a0 Otherwise, they must submit a board-approved plan to the legislature to reduce the funding period to 30 years. STRS Ohio\u2019s current funding period is 40.2 years.<\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7723\">Pension reform laws passed in 2012 reduced STRS Ohio\u2019s accrued liabilities by $15.7 billion and improved the system\u2019s funded ratio to 66.3% from 56.0%.\u00a0 These reforms also reduced the retirement system\u2019s funding period from infinity \u2014 but have not yet resulted in a 30-year amortization period.\u00a0 The board-approved plan to reach the 30-year target is due by February 21, 2014.<\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7725\">During the funding discussion, the board learned that investment gains from 2011\u20132014 to be factored into this year\u2019s valuation should reduce the amortization period.\u00a0 Actuarial projections indicate that if investment gains thus far in fiscal year 2014 hold through June 30, the amortization period could be reduced by as much as four years.<\/p>\n<p>Further, directing the 1% of payroll from the employer contribution that currently goes into the STRS health care fund was discussed.\u00a0 Such a move would reduce the pension amortization period by approximately four years.\u00a0 Such a move would shorten the projected life of the Health Care Fund to about 20 years; however, the board has authority to direct the 1% back to the Health Care Fund in the future, and to make \u201ccatch up\u201d payments to the Health Care Fund once the financial condition of the pension fund improves. The Retirement Board will learn more about the strength of the Health Care Fund during the February board meeting when it is scheduled to receive the 2013 health care valuation report.<\/p>\n<p><b><span style=\"text-decoration: underline\">Retirement System Membership for Preschool Teachers<\/span><\/b><\/p>\n<p>In January, STRS and SERS sent a joint communication to school districts and other public employers about membership determinations for a number of positions.\u00a0 That communication listed preschool teachers as contributing to SERS.\u00a0 On January 30, 2014, a follow-up communication was sent to employers to clarify membership for preschool teachers.\u00a0 Below is a summary of that communication.<\/p>\n<p>School districts can offer regular and\/or special education preschool programs.\u00a0 Preschool teachers in regular preschool programs are not required to have a professional educator license from the Ohio Department of Education (ODE).\u00a0 The determining factor for preschool teachers and retirement system membership is the ODE licensing requirement regardless of what license an individual may hold or the school district requirements for preschool positions.\u00a0 Therefore, SERS membership is required for all teachers and aides in regular preschool programs.<\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7729\">However, a head teacher in a special education preschool program should contribute to STRS Ohio.\u00a0 \u201cHead Teacher\u201d is defined in Ohio Administrative Code 3301-37-01 as a person hired to guide and instruct a class of preschool children enrolled in the program and who may supervise the program.\u00a0 ODE requires head teachers in special education preschool programs to have a professional teacher license.\u00a0 Other teachers and aides in special education preschool programs should contribute to SERS.<\/p>\n<p id=\"yui_3_13_0_ym1_1_1392730546217_7727\">As noted in the January update, those currently holding these positions who are not currently contributing to the correct retirement system will have their membership changed to meet these requirements beginning July 1, 2014.\u00a0 These membership changes will not be retroactive.\u00a0 A member\u2019s contributions and service credit to SERS or STRS will remain with that system.\u00a0 If a member switches systems, the contributions and service credit to the new system begins July 1, 2014.\u00a0 The member will retire with the system in which they have the most service credit under the formula\/eligibility of that system.\u00a0 For example, a long-time employee who has been contributing to SERS for 25 years would retire under SERS even if they are switched to STRS going forward.<\/p>\n<p 'Times New Roman', serif;font-size: medium\">\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\"><b><span style=\"text-decoration: underline\">Deadline Looming to Purchase STRS Service Credit at Current Rates<\/span><\/b><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\"><b>\u00a0<\/b><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">One of the changes made to STRS in pension reform legislation passed last year was to increase the cost of purchased service credit.\u00a0 Effective January 1, 2014, members will pay the full projected liability created by the purchase of service credit.\u00a0 The cost to purchase credit will increase significantly if the purchase allows a member to meet retirement eligibility earlier or to retire without an actuarially reduced benefit.\u00a0 The following types of purchasable service credit will be affected:<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: Calibri, sans-serif;font-size: small\"><span style=\"font-family: Symbol;font-size: medium\">\u00b7<\/span><span style=\"font-family: Symbol\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">Out-of-state teaching, private teaching and government serif;font-size: medium\">School board service<\/span><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">To purchase these types of service under the current cost calculation, a certification form must be filed with STRS by<b>December 31, 2013.\u00a0\u00a0<\/b>If the service is certified as eligible for purchase, members will have until Election to Fill Three Board Seats<\/span><\/b><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\"><b>\u00a0<\/b><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">OPERS is conducting an election to fill three seats on the eleven-member OPERS Board.\u00a0 The three seats that are up for election are for a representative of county employees, miscellaneous employees, and OPERS retirees.\u00a0 There are two candidates for the county employee position (Jonnetta Johnson-Bell and Sean Loftus), two candidates for the miscellaneous employee position (Elizabeth Rumple and Cinthia Sledz) and three candidates for the retiree position (Charlie Adkins, John Maurer and Steve Toth).\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">OPERS members and retirees can only vote for the positions that represent them.\u00a0 Ballots were mailed to members eligible to vote in late August and the deadline for voting is October 4, 2013.\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\"><b><span style=\"text-decoration: underline\">SERS to Fill Board Vacancy<\/span><\/b><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">\u00a0<\/span><\/div>\n<div align=\"justify\"><span style=\"font-family: 'Times New Roman', serif;font-size: medium\">The SERS Board will select a new retiree member to replace Mary Ann Howell who resigned from the Board earlier this year despite being elected to a new term.\u00a0 To fill the seat, the members of the Board will hold a vote at the October Board meeting.\u00a0 Each Board member may nominate one candidate from SERS retirees who apply for the seat.\u00a0 Those nominated will be interviewed in October before the successor is chosen.\u00a0 The term for this seat will run from November 21, 2013 to June 30,
